Public Works Position

CITY OF TOM BEAN PUBLIC WORKS OPERATOR DEFINITION This is a skilled non-exempt position responsible for operations and maintenance of City infrastructure to achieve the objectives and goals established by the Public Works Department under the general direction of the Public Works Supervisor. This position involves Sanitary Sewer Maintenance along with required Water Maintenance, Customer & Support Services, Streets & Parking Lots Maintenance, the Right-Of-Way Maintenance; to perform maintenance duties to respond to citizen’s needs and inquiries. SUPERVISION RECEIVED AND EXERCISED General direction is provided by the Public Works Supervisor and at times by the Mayor. MINIMUM REQUIREMENTS The responsibilities listed here are illustrative of the expectations of the position, and not intended to be all inclusive or exclusive. Additional or different responsibilities may develop as the City and Department’s needs evolve. Essential Duties & Responsibilities: Perform numerous manual tasks and perform minor to moderate preventive maintenance and repair of street and utility infrastructure and equipment, including: • Utility Operations  Read and record daily flow meters and fluoride consumption at well Pump houses.  Read water meters and service accounts, terminating service, and performing meter maintenance and repair.  Perform general hydrant maintenance, including cleaning, winterizing, painting, and lubricating caps.  Assist with maintenance to sanitary sewer system repairs, including flushing, jetting and cleaning, cleaning of lift stations, and performing minor lift station pump maintenance and inspections. • Street Operations  Operate various equipment while fulfilling street maintenance duties.  Perform manual tasks related to repair and maintenance of City streets, such as rock and sand patching, concrete patching and repair, repairing and replacing traffic signs.  Maintain storm sewer system, including cleaning, repairing, rebuilding, unclogging and de-icing drains and storm sewers.  Perform assorted manual tasks as part of grounds maintenance. • Additional Responsibilities  Respond to emergency call-outs in a timely manner.  Perform other duties and assumes other responsibilities as apparent or as delegated. Knowledge, Skills & Abilities • General knowledge of materials, methods and techniques used to successfully repair and maintain public streets, storm sewer system, and sanitary sewer collection system and a water supply and distribution system. • General knowledge of general equipment maintenance and repair techniques. • Detailed knowledge of the practices, procedures, equipment, and materials used in Public Works maintenance and construction work. • Detailed knowledge of safe operation, maintenance, servicing, and repair of various vehicles and the ability to operate equipment in a skillful manner. • Detailed knowledge in welding and cutting equipment in a safe manner. • General knowledge of electricity, pumps, motors and generators. • Experience operating heavy equipment in maintenance or construction work, including installation of underground sewer, water, and/or storm sewer utilities, or applicable related experience. • Ability to read infrastructure maps and engineering record drawings for the purpose of locating and marking underground utility mains. • Ability to respond willingly to varied work assignments and flexible working hours. • Ability to understand and follow oral and written instructions. • Ability and willingness to learn new job skills and work tasks as assigned. • Ability to communicate effectively and tactfully with the public and City staff. • Ability to establish and maintain effective relationships with others. • Ability to perform strenuous work for extended periods of time in all temperature extremes. • Possess basic computer skills, including good knowledge of and experience using:  Standard Office Spreadsheet and Writing Software  Email and Microsoft Outlook  Web Browsing  Basic Computer Based Mapping (i.e. Google Maps, Bing)  Adobe PDF Viewer  Basic Computer Operating System Understanding Criteria to Qualify for this position: • High School Diploma or GED equivalent. • Good verbal and written English communication skills. • Demonstrable equipment operator skills and knowledge of safety procedures for backhoe and excavator and equipment such as lawn mowers/weed eaters/etc.: • Able to respond to after-hours emergency Licenses: Must be certified as a Class C or better Water and Wastewater operator. Must maintain certification as long as they are employed with the City. If not certified as a Class C or better Water and Wastewater operator, classes must be completed at the earliest possible date (not to exceed one year) to obtain a C License.
